ALUMINIJ d.d. MOSTAR

On the basis of the Decision of the Supervisory Board on establishing the methods and procedures of purchasing goods, executing services and conducting works in Aluminij d.d. Mostar, No.  1963/06 of  February 27th 2006 and No.2237/07 of February 23rd 2007, as well as the Supervisory Board Decision, No. 10523/08 of September 16th   2008, hereby announces:

PUBLIC INVITATION

to the Public Tender for choosing the most favorable bid  for procurement of
         X-Ray Spectrometer (XRFD) for Laboratory –KiZ Sector,

I - SUBJECT OF THE TENDER:
Bids collecting and choosing the most favorable bidder for procurement of X-Ray Spectrometer (XRFD) for Laboratory –KiZ Sector,

II - PARTICIPATION RIGHT: Local and foreign bidders who are registered to engage in the activity that is the subject of this bid are entitled to participate in this bidding.

The bidder is obliged to submit as follows:

1. Certificate stating that the bidder is not bankrupt or is being wound up;
2. Certificate stating that the bidder's affairs are not being administered by the court for unpaid public revenue obligations;
3. Certificate stating that  there is no ongoing criminal procedure of any kind against the  bidder;
      All required documents must not be older than 90 days.

III - CONTENTS OF THE BID:
  1.   The bidder's correct address and title (name).
  2.   Verified photocopy of the Certificate of the Incorporation with all enclosures.    
  3.   Tax ID number and ID number of the bidder.
  4.   Price offer for the tender subject, according to the technical documentation.
  5.   Quality certificate.
  6.   Terms of payment.
  7.   Delivery term.
  8.   Warranty period.
  9.   Suggestive list of spare parts for at least the three-year work period with prices,
        delivery terms and, mode of payment.
10.  Installation and commissioning.
11.  Corresponding calibration for analysis stated in the technical documentation.
12.  Equipment transport.
13.  Service providing and the contract signing for  services on a regular basis.
14.  Reference list in aluminium industry.

IV – BID EVALUATION CRITERIA
1.  Price (not decisive).
2.  Quality Certificate.
3.  Terms of payment.
4.    Delivery Term.
5.    Warranty period and promptness in handling repair works in case of shortcomings
       upon commissioning.
6. Spare parts.
7. Presence of a qualified  person for the complete analysis support is required during the installation, besides a maintenance person.
8. Suitable sample preparation for analysis listed in the technical documentation.
9. Device-X-Ray Spectrometer (XRFD) that meets the operational requirements under Item 4.2 within the technical documentation.
10. The Bidder's reference list in aluminium industry.
11. Service and maintaining.

V – BIDS DELIVERY
Bids can be  made in the  Croatian  language  or in  any official language of Bosnia  and  Herzegovina  as  well as in the English  language if the bid is  submitted by a foreign bidder.
Bids must be sealed in envelopes  and  identified by the  name  and  address of the  bidder  and  delivered by  hand or sent by registered  mail,marked as -
DO NOT OPEN –BID – TENDER for procurement of X-Ray Spectrometer (XRFD) to following address: "Aluminij" d.d. Mostar- KiZ Sector-Laboratory, Baćevići b.b.,88 000 Mostar, Bosnia  and Herzegovina, not  later than 12 p.m. (local time) on November 14th 2008.
Untimely and incomplete bids will not be considered.
Bids submitted after the deadline and before designated time will not be accepted and they will be sent back to the bidders unopened.
The public bid opening will be held on November 18th  2008 at 12p.m. (local time) at the Administration Building of Aluminij d.d. Mostar.
Bidders will be notified of bid results in writing and in timely manner.

VI – BIDDING COSTS
Aluminij d.d. Mostar will not  cover any bidding costs within the bidding procedure and it reserves the right to annul the bidding prior to contract award without bearing any responsibility toward the bidders and is not obliged to give any reasons for such decision.
